The Nigeria Media Innovation Program (NAMIP) is inviting qualified consultants to submit proposals to conduct an end line survey and final program evaluation as the three-year initiative draws to a close in mid-2025.

Since its launch in 2022, NAMIP — a project of the Media Development Investment Fund (MDIF) — has supported 28 independent media organisations in Nigeria through a combination of funding, technical support, mentorship, and training. The program has been instrumental in helping early-stage and established media outlets build stronger business models, expand their reach, and develop new revenue streams.

As NAMIP prepares to conclude its pilot phase, the program is commissioning an external evaluation to assess its overall effectiveness, impact, and sustainability. The evaluation will capture both the individual journeys of participating media and the broader lessons for Nigeria’s media development ecosystem.

Scope of the Evaluation

The end line evaluation will review NAMIP’s interventions through both qualitative and quantitative research, benchmark the program against other media support initiatives, and identify best practices for future investment in the sector. Key deliverables will include among others:

  • A detailed evaluation report,
  • Organisational “change maps” for each NAMIP participant,
  • Thematic deep dives across priority development areas (audience, digital, product, revenue, organisational),
  • A learning paper on key insights and best practices,
  • A final report

The selected consultant will work closely with the NAMIP team over a three-month period, from June to August 2025, with a total available budget of $8,000.

Who Should Apply

NAMIP is seeking proposals from experienced consultants or firms with a strong background in monitoring, evaluation and learning (MEL), particularly in the areas of media innovation, sustainability, and development. Applicants should demonstrate:

  • A solid understanding of Nigeria’s independent media sector,
  • Experience conducting final or end line evaluations,
  • The ability to tell compelling, evidence-based stories from data,
  • A collaborative approach to working with diverse stakeholders.
